MADRID ACTION COMMITTEE MINUTES
April 16, 2008
City State Bank

President Nate Clegg called the meeting to order at 7:00 a.m.

Attending:  Richard Baker, Nate Clegg, Carl Duling, Don Fatka, Brian Horn, Todd Kilzer, Keith Kudej, Linda Melin, Roger Peterson, Becky Roorda, Dennis Wilcox

Secretary’s report:  The minutes from the April 2, 2008 meeting were presented.  Motion by Linda Melin, Second by Becky Roorda to approve the minutes as written.  Ayes all present.  Motion carried.

Treasurer’s report:  Don Fatka reported a checking account balance of $5,542.53 and a CD balance of $4,586.75.  Don also presented a written income and expense report that he plans to submit at the first meeting each month. 

Development Report
Todd Kilzer gave an update on the Southern Prairie Development.  Todd and the City engineer did a walk through of the project and developed a punch list of items to be completed before the City of Madrid accepts the development.  Todd reported that the developer has immediate plans to construct a 24-unit apartment building and may also build a spec condominium unit.  Depending on how the apartments rent, there are plans for two additional 24-unit apartments.  There has also been interest expressed in building lots for a Dairy Queen, hardware store, retail outlet store and drycleaner.  

Becky Roorda reported that the Iowa Natural Heritage Foundation (INHF) is looking at Boone county as a possible site to construct a wildlife rehabilitation facility.  The INHF expects to spend $1,000,000 on the project.  No specific location has been identified at this time.

Brian Horn reported that classroom construction at the school’s elementary campus is on schedule.  Funding for the preschool program will not be pursued for the next school year due to a larger that anticipated kindergarten class.  65 children attended kindergarten roundup this spring, so the classroom anticipated to be used for preschool will be used for a fourth section of kindergarten.

MAC Shirts:  Nate Clegg discussed the possibility of purchasing shirts that would identify MAC volunteers during our various projects throughout the year.  MAC had polo shirts made over fifteen years ago and members generally agreed it was a good idea to pursue new shirts.  Members generally preferred polo style shirts.  Nate will investigate pricing and report back at the next meeting.

Flower Pots:  Nate Clegg reported that Bank of the West will donate the potting soil for the flowerpots.  The planting is scheduled for May 10th.

MAC Brochure:  Dennis Wilcox presented a draft copy of the new MAC brochure developed by Jennifer Williams.  Members discussed the quantity of brochures needed and generally agreed that we should print 5,000 brochures at an estimated cost of $1,600.00.   Dennis also reported that Boone Futures is willing to help with the cost of the brochures, but he was uncertain as to how much they plan to contribute.

Business Welcome:  Dennis Wilcox reported that a new business welcome and plant presentation is scheduled for Cuts In the Parlor on Friday, April 18th at 11:00 a.m.  Renee Lein is the owner of the business.

Madrid Parks and Recreation:  Dennis Wilcox reported that the Madrid Parks and Recreation brochure was distributed in the Madrid Register News and was well received especially by new families in our community.  Dennis reported that more copies are available at Wilcox Printing for distribution by businesses.  Several members expressed thanks to Traci Havlik and Jennifer Williams for developing the brochure.  Traci wrote the grant used to help pay for the brochures.

Meeting Dates:  Nate Clegg questioned when we should drop to one meeting per month.  Motion by Linda Melin, Second by Don Fatka to only conduct MAC meetings on the first Wednesday of the month during the months of May, June, July and August. Ayes all present.  Motion carried.
 
Trail Update:  Becky Roorda reported that the CAT (Community Attraction and Tourism) grant application will be reviewed sometime in May and we will not know anything until late May or June.  Becky also reported that bids for paving the trail are currently being accepted and she anticipates the accepted bid to be below the original cost estimate.  Nate Clegg reported that he received a letter of thanks from the Iowa Natural Heritage Foundation for our pledge of $5,000 toward the paving project.  Nate also reported that he has received praise from several people in the Madrid community for MAC’s financial support of the trail project.

Downtown Buildings:  Todd Kilzer answered questions concerning the abandoned building on the SW corner of State and 2nd Street.  Todd also discussed pending legislation relating to abandoned dangerous buildings and a City’s responsibility to abate the nuisance.
